Interactive technology empowers Europeans to manage environmental change

As part of their partnership combining cutting-edge technology and environmental data, Microsoft Corp and the European Environment Agency (EEA) have expanded their Eye On Earth portal. A new application, AirWatch provides information on air quality to more than 500 million people across Europe. For the first time, EEA brings together both measured and modelled data alongside citizens' observations on air quality.

Non-industrial emissions key for meeting Kyoto targets

A report by the European Environment Agency released today shows that the European Union and all Member States but one are on track to meet their Kyoto Protocol commitments to limit and reduce greenhouse gas (GHG) emissions.

Pollution: new European register gives public access to information on emissions from European industrial facilities

The European Commission and the European Environment Agency today launched a comprehensive new European pollutant release and transfer register – E-PRTR. The register contains information about the quantity and location of pollutants released to air, water and land by industrial facilities throughout Europe. It includes annual data for 91 substances and covers more than 24 000 facilities in 65 economic activities. It also provides additional information, such as the amount and types of waste transferred from facilities to waste handlers both inside and outside each country.

EEA kicks off public activities in the run-up to COP15

The new webpage explains the EEA's role in the context of the international climate conference. It allows the public to explore the role of the EEA as leading European body providing authoritative information on the effects of climate change mitigation policies and the impacts of climate change.

EU set to miss 2010 air pollutant limits

With 2010 now quickly approaching, updated emission estimates for that year show just 14 Member States expect to meet their respective 2010 air pollutant limits set under the EU National Emission Ceilings Directive (NEC Directive). A small group of Member States anticipates missing two or more of their legally-binding emission ceilings.

Effectiveness of EU cohesion spending on the environment

Structural Funds and the Cohesion Fund are the European Union's main financial instruments to reduce the gap between poor and rich regions. In its new report, the European Environment Agency evaluates the effectiveness of these funds in achieving environmental goals by focusing on investments in wastewater treatment, biodiversity, and energy efficiency and renewable energy in three pilot countries: Austria, Italy and Spain.

Greenhouse gas emission trends and projections in Europe 2009

This report presents an assessment of the current and projected progress of EU Member States, EU candidate countries and other EEA member countries towards their respective targets under the Kyoto Protocol and of progress towards the EU target for 2020. This is based on their past greenhouse gas emissions between 1990 and 2007, and the projected greenhouse gas emissions of these countries during the Kyoto commitment period 2008-2012 and for 2020, derived from data and related information they provided before 1 June 2009.

The National Emission Ceilings Directive (NECD) sets pollutant-specific emission ceilings for each Member State of the European Union to be met by 2010. It also lays down the requirements for the Member States to compile and report information on past emissions, future emission projections and national actions being taken to control emissions of air pollutants. As part of these requirements, Member States shall prepare and annually update national emission inventories and emission projections for 2010 in respect of four important air pollutants: sulphur dioxide (SO2), nitrogen oxides (NOx), non-methane volatile organic compounds (NMVOC), and ammonia (NH3). This report presents the emissions and projections data reported by Member States in the 2008 reporting round under the NECD.
A number of Member States have indicated they will not achieve at least one of their 2010 emission ceilings. At the aggregated European Community level, the 'with measures' projections reported by Member States imply that for some pollutants the aggregated EU-27 emission ceilings defined in Annex I and II of the NECD will also be exceeded. Only for SO2 and NH3 is the EU-27 likely to meet both the aggregated ceilings set in the NECD Annex I and II.

The combined penetration of low and zero-sulphur fuels in the EU-25 increased from 50 % to 99.9 % between 2003 and 2005, meaning that the specifications for petrol and diesel in 2005 are met. Many Member States have introduced incentives to promote the use of zero-sulphur fuels ahead of the mandatory deadline (maximum of 10 ppm "zero" in 2009).The penetration of biofuels is still low. The share of biofuels in the EU-27 in 2006 was less than 1.8 %, off the 2 % target set for 2005. However, this share has increased by almost 1 % from 2005 to 2006, in view of the 5.75 % objective for 2010.

Freight transport volume has grown rapidly, and has generally been coupled with growth in GDP. Consequently the objective of decoupling GDP and transport growth has not been achieved. Closer inspection reveals great regional differences, with growth faster than GDP in the EU-15 Member States and slower than GDP in the EU-12 Member States. This is mainly a result of the economic restructuring in the new Member States over the past decade.
